Monitoring is the routine tracking and
analysis of program inputs and outputs and the systematic assessment of performance
and progress of interventions toward achievement of outcomes at the country level.
Monitoring provides organizations and its stakeholders with comprehensive information
on the progress of program activities, towards the planned outputs.
Evaluation is the systematic collection
and analysis of data at specific intervals needed to determine the project outcome
or impact. It involves assessing the strengths and weaknesses of programs, policies,
personnel, products, and organizations to improve their effectiveness. To a large
extent, evaluation is an integral part of routine monitoring, and is in many ways
inextricably linked.
